QUALITY ASSESSMENT UNIT
The Quality Assessment unit is a multifaceted work unit. Diverse in its functions yet common in its goals, the unit is charged with the responsibility to ensure that proper and efficient standards are maintained in the various processes throughout the agency. The Quality Assessment unit remains current with all phases of agency operations, in order to be able to carry out its charged responsibilities. These responsibilities include but are not limited to the following: One, to administer the Random Moment Study of County Non-Public Assistance Food Stamps/General Assistance (NPG) Workers and the Random Moment Study of County Family Services Section (FSS) Workers. Two, to provide on-going assessment of the various agency processes to determine whether specified objectives are being achieved. Three, to develop methods to identify and rectify problem areas within the various agency processes. Four, to assist in assessing the impact of any new state or federal programs on current agency operations. Five, to ensure that proper and efficient standards are maintained with the agency’s records management systems. Six, to assure agency compliance with the New Jersey Open Public Records act of 2002.
2004 in Review
In 2004 the Records Analyst III position became a part of the Quality Assessment Unit. This change has created the opportunity for Quality Assessment to analyze and evaluate the records management systems of the agency.
The Quality assessment in 2004 has:
- Retained the responsibility for undertaking all Random Moment Study functions in the agency, completing over 4200 Observation Forms for the two Random Moment Studies. The Random Moment Study is the cost accounting method chosen by the New Jersey Division of Family Development and the Mercer County Board of Social Services to obtain expenditure distributions of approximately ten million dollars for workers in six employee work units.
- Remained the central clearinghouse to maintain and distribute policies and procedures for the agency, distributing fourteen policies and procedures in 2004.
- Performed contract compliance reviews on the agency’s medical transportation subcontractor, to ensure that an acceptable level of service was being provided to clientele.
- Assisted in the development and implementation of a revised agency bus pass process and developed several other policies and procedures as requested by agency administration.
- Started an internal review of the Personnel Division of the Human Resources Department.
- Performed various other work projects and assignments as requested by agency administration.
Challenges and Goals for 2005
The Quality Assessment unit in 2005 will:
- Retain all Random Moment Study functions for the NPG and FSS studies. The Random Moment Study of FSS includes programs directly benefited by WFNJ-TANF, Food Stamp, Medicaid, or Social Service Activity functions. The Random Moment Study of NPG includes programs directly benefited by Food tamps and WFNJ-GA, Food Stamps only, and WFNJ-GA only functions.
- Remain the central clearinghouse to maintain and distribute policies and procedures for the agency. Develop a method of indexing and distributing the approximately 200 agency policies and procedures on the agency’s computer network.
- Perform a series of contract compliance reviews on the agency’s Medical Transportation subcontractor to ensure that a standard level of service is being provided as outlined in the contract.
- Chair a committee whose goal is to develop an employee handbook in 2005.
- Complete an internal review of the Personnel Division of the Human Resources Department.
- Review, evaluate and make improvements to the agency’s records management systems to ensure that proper and efficient standards are maintained.
- Perform various work projects and assignments as directed by agency administration.
